From today – 1st July 2026 - UK food businesses, especially those in the ready to eat sector, face greater Export EU regulations around Listeria.

The changes represent a significant shift in food safety expectations - not just regulatory but also strategic, affecting how products are formulated, tested, manufactured and shipped.

For those businesses still catching up with the new legislation—a significant risk in itself—the focus should not only be on products and processes, but also on the factory environment. Effective Listeria control starts with understanding how the building fabric, flooring systems and hygienic design can either support or prevent bacterial harbourage.

Commercial flooring and hygienic building fabric specialist Dave Sleight of Kemtile has been working with food and beverage manufacturers throughout the year to help them prepare for the changes. He commented:

"If they haven't already done so, businesses should be treating this regulatory tightening as a comprehensive Listeria risk review rather than simply a specification change. The focus must extend beyond products and processes to include flooring, drainage, hygienic detailing and the overall condition of the building fabric. Identifying and eliminating potential harbourage points is critical to reducing risk and demonstrating compliance."

1. Identify the highest-risk production areas

Review where ready-to-eat, chilled, high-moisture and long shelf-life products are manufactured. These areas should be prioritised for infrastructure assessments, as any environmental contamination poses a direct risk to product safety.

2. Assess the condition of floors and building fabric

Damaged flooring, failed joints, cracked surfaces, deteriorated coving and poor floor-to-wall interfaces can create ideal harbourage points for Listeria. A detailed survey should identify areas where water, debris and bacteria may accumulate beyond the reach of routine cleaning.

3. Review drainage performance

Drainage systems are often overlooked but can become a significant source of contamination. Assess whether drains are correctly positioned, adequately sized and easy to clean. Standing water, poor falls and damaged channels can all contribute to bacterial growth and spread.

4. Strengthen environmental monitoring around infrastructure

Environmental monitoring programmes should include known risk areas such as drains, floor joints, wall interfaces, service penetrations and areas prone to water ingress. Trending positive results can often identify underlying building fabric issues before they become a product contamination event.

5. Evaluate hygienic design principles

Older facilities frequently contain hidden Listeria harbourage points. Review flooring systems, kerbing, drainage details, equipment interfaces and cleaning access. Hygienic design should eliminate dead spaces, moisture traps and inaccessible areas where bacteria can survive.

6. Control water and moisture

Listeria thrives in wet environments. Persistent standing water, condensation, leaking services and moisture trapped beneath damaged flooring systems can create conditions for bacterial survival. Effective moisture management should be a key part of any Listeria control strategy.

7. Support HACCP with infrastructure controls

HACCP reviews should consider the impact of building fabric and flooring condition on contamination risk. Documented control measures should include inspection regimes, planned maintenance and corrective actions for flooring, drainage and hygienic detailing.

8. Prioritise refurbishment of high-risk areas

Where surveys identify deteriorated floors, failed drainage or damaged hygienic details, businesses should prioritise refurbishment based on risk. Investing in infrastructure improvements can significantly reduce environmental contamination risks and support long-term compliance.

9. Prepare for increased scrutiny

Retailers, auditors and regulators are increasingly focusing on environmental controls and hygienic design. Businesses should be prepared to demonstrate how flooring, drainage and building fabric are inspected, maintained and improved to minimise Listeria risk.

10. Train teams to recognise infrastructure risks

Production, engineering and hygiene teams should understand how damaged floors, failed joints, standing water and poor drainage contribute to contamination risks. Early identification and reporting of defects can prevent minor issues developing into significant food safety concerns.
